Import the coverage with v.in.ogr Et voila Experience shows that you may want to fiddle a bit with the dbf created in step 1, to make sure that the cat' names are less than 12-character long (or ten), that the category names are legal (viz, that you don't have a DATE one, for example, as it's a reserved word)...
