'Using IPsec' manual section

OpenBSD FAQ maintainers,

Could I please urge you to restore the FAQ section 13, 'Using Ipsec'?

I am well aware that this section has not been as well maintained as
many of the other sections, but speaking as both an OpenBSD enthusiast
and advocate, it can as a bit of a surprise when I realised that the
section had been removed and I was forced to eat my words when asked why
the IPsec  documentation was no longer online.

I can assure the FAQ maintainers that section 13 was _indeed sufficient_
for configuring many facets of IPsec - and while it was not complete or
all-encompassing in it's coverage of the topic, I think it is
_very_important_ that it remain an accessable body of knowledge to what
I hope will be the continued popularity of the platform.
